If the water under the deck blocks can drain it will move the deck very little. Two common base materials with providing excellent drainage are gravel or sand . Both allow the water to drain away from the under the deck block but can be compacted. 2″ (50mm) of compacted gravel or sand under each deck block will minimizing the deck’s movement.
23/04/2021 Using the 3-4-5 method is an easy way to do this. Starting from a corner measure 3 feet along on one string and make a mark. From the same corner measure 4 feet along the adjacent string and mark. Measure between the two marks and adjust the strings until the diagonal measurement equals 5 feet.
The deck was here when I bought the house. It looks like it's been here quite a while. It's all screwed together and it held together just fine. I had to remove part of the skirting to get under the deck and when I started moving it the rest of it started coming off so I just removed all of it. Each piece was held on by only a couple of nails.
